The Jackson and Perkins research center is just outside Somis California near the coast. Find hardy roses where the surviving roots enable plants to rejuvenate as the same plant variety, rather than the rootstock variety, after a hard freeze. Each year, between 300,000 and 400,000 seedlings are grown and evaluated at the research facility. Jackson & Perkins began selling roses before the turn of the century, and they are now the company's main garden product. Roses like a good, deep soak to promote deep rooting and they will actually develop drought tolerance if established this way.
